Error: No running instance found - Revisted

Hello,

I cannot get this fixed in any region on any instance. Test returns:

[Test] Error: Cannot get IP address: 407: [Master] Error: No running instance found  

I have tried all regions and AMIs, it appears the ping server times out, which suggests there is no way for commander to ping the server.

Expected Behavior

For proxy to launch instances in EC2 and be available via localhost:8888

Actual Behavior

Although all instances are deployed and healthy, the proxy is never available and doesn't recognize healthy instances to connect to.

Steps to Reproduce the Problem

1. Launch proxy without Docker
2. Try to use Proxy or run Scrapoxy Test comman
