Adding back PickMonitor for Multi monitor choice on OS X

The custom control for PickMonitor for OS X was originally written in Quickdraw. This pull request changes it to be written in Quartz so we can once again choose which monitor to use by holding down the Command/Apple key on launch and picking the "Choose" button for "Multiple Monitors".

Tested using a Laptop connected to an Apple Display.
