Move defineConfig to "@openapi-codegen/typescript"

Hi!

Would you like a PR where defineConfig() is moved to "@openapi-codegen/typescript";?

Then I could remove the cli from packages.json and avoid all the legacy peer warnings, but still have typed config file :)
