[feature] (ID24) implement `GAMECONF` lump

GAMECONF is a very useful lump for modders, consolidating "WAD metadata" information in a single file, makes organization easier.

Though I'm not familiar with the translation parts, I'll soon be implementing the compatibility settings and WAD files entries.
