NFM demod no longer detects CTCSS/PL or DCS/DPL

First noticed on 7.17 but didn't have time to file an issue. Still an issue on 7.20.

It was working on 7.15.

PC is Mac M1 architecture. Have not had time to replicate on other platforms but have Windows x86 and Ubuntu available.
