This PR does a full rewrite of the NPC profile script. It fully integrates loot ranger data and also does a lot of underlying design updates.

Quotes are not escaped within the message. So the CSV includes lines like this: `"Tue, 29 Dec 2020 08:04:57 GMT",Faction,"You gave $21,000,000 to MacB from Little Stompers"` my CSV parser...

Removed the announcement div ".slides" if TOPBAR_TIMERS is true. This way if an announcement is visible it doesn't break Torn
