Update GCC to version 12.3.0

As part of this, also update the Linux kernel to version 4.14, glibc to version 2.37, the Bootlin toolchain to version 2023.08-1, and Ubuntu to version 23.10.

Separately, the first commit formats everything with Buildifier.
