Index flagged drafts as a hyperlink list in a selected Tot Dot.

This shortcut gathers one's Flagged drafts in descending modified order as a list of markdown hyperlinks, to which it then prepends the title "Flagged Drafts" along with a DavodTime timestamp. This result then replaces the content of a Dot in Tot specified at each run.
