Build Releases with Debian

At the moment extism-js requires glibc 2.39 which is not available in any stable Debian version. This makes it impossible to use any of the official node Docker images with extism-js. This problem was supposed to be fixed with https://github.com/extism/js-pdk/pull/118 but still occurs as of v1.4.0.

As a solution I would suggest to build with Debian instead of Ubuntu as it is generally more stable.

Debian doesn't magically solve any of this issue. The reason is because #118 is basically reverted with #125.
