Proposal: create a tooling repository

Hi team!

Seems like (slack conversation) we are stating to need a place to store and control version scripts that are useful to manage the organization stuff from the point of view of individual contributors/triage team. This also will open the opportunity to use GitHub actions for certain scripts too.

Is it ok if we create the repo expressjs/tooling ? And we grant write access to the triage team?
