Proposing a new meeting time

In different discussions over Slack and on GitHub (https://github.com/expressjs/discussions/issues/248#issuecomment-2233986903, https://github.com/expressjs/discussions/issues/255#issuecomment-2302077111), we talked about a change in the meeting time so that more people can join.

The goal of this issue is to discuss such a proposal and revise it if necessary to move to a possibly earlier time. I suggest a time of 17:00:00 (ISO). For example, if #259 is considered, https://www.timeanddate.com/worldclock/?iso=2024-08-28T17:00:00.

I think it will be helpful for people around the Indian Subcontinent and will possibly gain more attendance at the meetings.
