I almost wonder if this would be a separate concept in Fission. Like "ephemeral files" (or something) where we're not ensuring that they stay online (e.g. `/public/ephemeral/*`)

After many discussions, we landed on the way things were before. Capabilities are proven constructively, and that's turned out to actually be plenty convenient for implementers.
