Review versioning in the standard repository layout

Review consistent versioning in the Packaging System, for the standard repository layout. As discussed with @georgebina, there could be maximum only one version installed at any given time in a repository, in order to have a stateless package resolution mechanism (not depending on the context of which package the import is done).

Review the Java implementation as well.
