Investigate the status of Swift on Windows

It would be cool to see how to get Swift running on Windows.

This is just a wrapper for the swift compiler. I am not sure how user friendly this is. https://github.com/SwiftForWindows/SwiftForWindows/issues

What I want is first party support for swift running on windows.
