Create test on CI to test all package names are camel case.

I'm sorry, I got lost. Do I have to do something? (does it mean that I have to change the name in 'Package.swift' ?) Do you mean that # 290 doesn't close unless I make an amendment? (I suppose I should change the name in Package.swift "rotational-cipher" to upper-camel-case) If you do, give me a time, please. I'll fix and notify you again. If I'm misunderstanding, could you elaborate how to do?

Take your time. :) The package name should match the solution file name.
