It looks like the CONTRIBUTOR document may be missing (or I just did not see it). It should describe the track maintenance and contribution guidelines for this track. It should also describe the reliance on Python (and which version) in order to use the tooling available in bin/.

Well, a reference to the contribution guidelines, as I think those are included or referenced in the repository itself.
