leap: Improve case descriptions

The descriptions had some typos. Those have been fixed along with some changes in wording for consistency and clarity.

Those descriptions aren't meant to be complete sentences nor are they used as instructions.

Consider opening a discussion on the forum prior to sending PRs. In general, we like to chat about changes prior to receiving PRs.

At the very least I don't believe "in" is the correct word to be used in these descriptions, and this was changed on one case in a previous PR: https://github.com/exercism/problem-specifications/pull/1726
