CQP setting of CQ level changing to CBR Kbps after closing

I'm attempting to troubleshoot my Source Record issue where I set my encoder to Hardware (NVENC, H.264) to CQP with a CQ level of 16 which I had it set at for months until I updated OBS to 30.1.1. I have now reverted back to OBS 30.0.2 and still having the issue where the Rate Control stays showing as CQP but it's showing Bit Rate at a default value of 2500 Kbps. I can change it to CBR then back to CQP and it will show "CQ level" and can change the CQ level but if I hit close again and reopen, it will go back to showing 2500 Kbps.
