The current version on conda-forge is still v1.3.0. Does this not automatically update conda-forge when it is released?

No, it automates the creation of a PR for the release. This PR updates the version, but not any changes in dependencies/dependency version pinning. So although there is in fact a way to have the PR auto-merge, it is not advisable
