Tracking issue for supporting `user-expressions` in other kernels

JupyterBook 1 (myst-nb) and MyST-MD use the user-expressions kernel protocol feature to evaluate expressions with an {eval} role. This is supported in IPyKernel, but other kernels may/do not yet have support for it.
