Setup default value True, without disabling recaptcha?

I want to recapcha always return True for 'dev' environment without plugin disabling. Some one show me how to do it?

Google recaptcha has test keys that always return true as stated below. You can use them in development mode.

With the following test keys, you will always get No CAPTCHA and all verification requests will pass.
