Running EXASOL as service within GitHub Actions

Thank you for providing the EXASOL docker image. This is a great stride forward towards modern test setups including EXASOL. Running EXASOL docker as part of GitHub Action flows would be awesome.

@vamega tried this for the sqlalchemy_exasol tests: https://github.com/blue-yonder/sqlalchemy_exasol/issues/85

Right now it is unclear what the root cause of this is. One suspicion is that EXASOL docker assume a certain work directory.

Any hints on where to look further would be greatly appreciated.
