HDM file storage backend

HDM in read/write mode must be able to store the new data. Data path must be in hiera yaml file and in hdm config file.

• Config in hdm.conf (hdm_data_backend = dir .... hdm_data_dir = /etc/hdm/data)
• check: no .git dir may be in data dir
