Proposal: extract component for vertical scroll support from ESLTabs

As ESL user, I want to be able to use ESLTabs as a simple scrollable container.

The ESLTabs support special scroll behavior for navigating through long content horizontally with arrow controls or scrolling to view active item behavior. As the esl-tabs component is called to process much more bounded functions.

Propose to create <esl-scrollarea> component to use as a separate item or as a base component for <esl-tabs>
