[epic]: service workers to made page transitions fast and smoth

As an ESL maintainer, I want to reach ESL site working as PWA and boosting page performance via enhancing it with modern APIs (Service Workers).

As per discussion with team decided to avoid reloading page by moving links to ESLMixinElement and mark internal links with special parametr. The goal is handle url change by replacing in html only changed content (if it possible loading from cache).

Investigated View Transitions for smooth page transitions. It still looks a little bit raw, as it's not supported by Firefox, Safari and Opera
