[🚀esl-event-listener]: Support for `window` as a target for `ESLResizeObserverTarget`

As an ESL consumer, I want to be able to pass a window to ESLEventUtils.resize utility anyway to simplify the flow in case of dynamic target definition

Note: the result of decoration should still return ESLResizeObserverTarget
