Updated Datacenter IPs

The old Datacenter IPs didn't work anymore, so I updated both the hardcoded test and the production server IPs in org.telegram.bot.engine.MemoryApiState.init() to the IPs of the test and production server of Datacenter 2. This fixed the issue.
