Resurrect ewasm/c-libeth for user contract library dev

This repo (and its rust counterpart?) has been dead for a while. It might make sense to move any related work there.

My understanding was that this repo will be the place where we store the necessary configs/scripts for spinning up testnet infrastructure.

@jwasinger ewasm/c-libeth would probably not be used for this case. the repo this issue is on serves that purpose, AFAIK.
