Add editing ELO to edit player option

Since ELO is managed at a tournament level rather than a global level, as a stop gap until ELO is moved or duplicated at the club / site level (#581), could editing ELO be possible at the player level? It should still be a useful tool to have when it's moved anyway as people could be transitioning from other systems.
