`ENABLE_STATIC_RUNTIME` is option for CMake build tool, not Autotools. If you want Autotools build, probably `Scripts/static-deps-build.mk` is what you are looking for.

@erikd, i'm interested too. I'm working on Github Actions integration and i want to add MinGW test build. Could you describe process of official MinGW Win32 build?
