Support for Waveshare 2.13" eInk display V4

Is your feature request related to a problem? Please describe. The V4 display is compatible with the V3, but there are potential benefits from adopting the V4 codebase for faster refresh updates. ref: https://www.waveshare.com/wiki/2.13inch_e-Paper_HAT_Manual

Describe the solution you'd like I have prepared a change to include the Waveshare V4 code and can submit a PR.

Describe alternatives you've considered Continue using the V3 implementation. The 213b V4 implementation is not comparible.
