Target Branch: Refactor

Objective: Make the Plugin Service Provider the primary authority for commanding the loading and unloading AssemblyLoadContext (ALC / ACLs) and have the AssemblyManager act as a service provider for underlying functionality and intercommunication and resolution of references between ACLs.
