News and Events page visibility with no news or events

If an entity has no news or events then its automatic News+Events page doesn't appear in the menu. But this page might have had useful information in plugins added to it , like text saying 'if you have a news item, contact....' .

Suggestion: if page has plugins then always appear in menu.
