Joystick OEM names not showing up for some users

Observed on PC of Barrie @ OneSwitch during TeamViewer

I think i see the same (or similar) issue on my machine. Only the first Joystick listed is given a designation. This happened on Windows 8.1 and now also on Windows 10 after the upgrade. image

Barrie also observed crash on load of UCR when trying to get joystick names. Have implemented the "Show Joystick Names" option and defaulted to off to attempt to work around this, as a try{} block did not appear to trap the crash.
