Hatch fill produces poor output with Inkscape live path effects

As originally reported by user "Paint Scum" on the EMS support discord (Discord invite available here.):

The Hatch Fill extension is correctly using the "d" attribute of the live-path effect object. However, the output hatches are not the correct shape and the original shape is mis-scaled as well.
