More frequent database backups

The database is currently backed up once a day at ~04:00 UTC by Heroku. It might be worth investigating having a separate backup process on the mySociety servers run as a cronjob hourly (or whatever). Searching for "heroku pg backup script" yields plenty of options for doing this. (Heroku offers full postgres access so standard tooling should also work.)
