Feature: make a notification if Time Tracking disabled in Gauzy Desktop Apps

@syns2191 We need to show some "Warning" notification to the user inside our Desktop Apps (Gauzy Desktop App and Gauzy Timer Desktop App) if time tracking has been disabled for the login employee. User should not be able to play/pause timer inside "Timer Desktop App".
