Add StyleCop to standardize the coding style

Are you interested in adding StyleCop analyzers to standardize the coding style?

@DavidRouyer Haven't worked with it before, we use ReSharper at work. Both on build servers and in VS/Rider.

If you could do a small PoC I'm all for evaluating it. Don't spend too much time on it, just enough to get an idea.

Take a look at https://github.com/DavidRouyer/EventFlow/commit/4b09843acb94d2d9a82d6716e8a3dbdc093d72d7 The EventFlow.ruleset & stylecop.json files are the global settings files, they will be linked to every project. You can customize everything.
