Detailed explanation of the ...-mentions.json files

I don't quite understand how the ...-mentions.json files work. Do edges connect two characters if they are both mentioned in the same scene? Or if one of the characters mentions the other? Or even if they both appear together in the same scene and are mentioned by someone else? I am very confused by the README.md of the dataset. Could you clearly explain to me how the ...-mentions.json files work?
