Schneider: implement Schneider Electric EVlink Wallbox G4 Smart

I copied schneider-v3.go and changed the values according to the documents from #14883.

~~I'm not sure yet how to integrate it into the config (do I need to do anything other than registry.Add()?) and~~ I ~~also~~ don't have such a device to test so I based this solely off the documents provided in the issue. Config options should be the same as the schneider-v3, just different modbus registers.
