'gal_max_nominations' and after that amount of noms is reached no more noms are accepted

@AllMassive It would be nice to make sure that 'all' noms are voteable. How about a 'gal_max_nominations' and after that amount of noms is reached no more noms are accepted.

This would really be a great feature. I'm running a server with ~400 nomable Maps and the Players are often disappointed that their noms do not appear.
