Allow new users to use Read-Only functions of Java Bot in PM

At the moment if a new user tries to interact with JavaBot (even on PM) they get the response:

• You're new here. Try hanging out for a while before messing with the bot.

This is understandable if they are trying to change a Factoid or spam the main channel however it should be possible to use JB read-only if using PM's.
