TOR_INSTANCES env not working

I set TOR_INSTANCES = 20, but only 5 instances are created

➜  main-app git:(master) docker run --rm -e "TOR_INSTANCES=20" -p 16379:16379 evait/multitor

We will take a look into this later....the project is not used anymore internally so we are not focused on fixing issues atm
