Build a website for the app

Currently the gh-pages branch just contains two static pages for the data privacy statement and FAQ linked in the app.

In the long term, it would be nice to extend this into a full website for the app. I would try to opt for something relatively lightweight (static HTML+CSS or a static site generator with a simple template) that is easy to maintain and can be published through GitHub pages. But I'm open to suggestions and help from web developers.

The website should also allow for better internationalization (integration with Weblate, see #208). This does not seem to work well with the current plain HTML pages - Weblate does support it, but the strings for the different languages seem to be not correctly matched.
