[DMF] Change some DateTime property ranges to Date

Some of the data properties in the model (e.g. Issuance Date, Expiry Date, Learning Activity Start and End Dates, etc.) are assigned DateTime data type, when the label and definition suggests that it is a Date type. Comprehensive revision and adjustment is suggested at the next opportune time.
