Version released Nov 2, 2017 does not run on Windows10 (x64t) at all

Windows 10 (x64) 22H2 Java Version 8 Update 391 Polargraph 2017-11-01 application.windows64

When I start the program (whether as an administrator or not) nothing happens. no error message and no entry in the task manager.
