Print bed too small?

The default setting of "machine_width": { "default_value": 227 } in resources/definitions/creator_pro.def.json ; although accurate, has the side effect of the printer refusing to print on the last 1cm of the board, on both sides.

Is it possible to add an option to allow printing up to the edge?

Depending on the machine this can be because of a print volume buffer in the product because of dual extrusion heads. Example on Creator pro 2 the print volume is 200x148x150 but the plat is actually larger. Also you can adjust it in cura the size to help but beware of collisions and or limit switches just stopping it https://support.makerbot.com/s/article/1667337565436
