Add ability to select project type for new phalcon site

All dev-tools project types should be supported and user should be able to select what project type to use when creating a new site.

Correct, that's it. For now would be enough for me 2 templates:

1. Phalcon (default one)
2. Empty (just empty folder with index.html file)
