Replace Gender by Sex in PID attributes
Annex 6 is currently including "Gender" as a PID attribute, using values as defined in ISO/IEC 5218.
Gender is defined by World Health Organization (WHO) as [1]: «Gender refers to the characteristics of women, men, girls and boys that are socially constructed. This includes norms, behaviours and roles associated with being a woman, man, girl or boy, as well as relationships with each other. As a social construct, gender varies from society to society and can change over time. [...]»
Sex is defined by WHO as [2]: «Sex refers to the biological characteristics that define humans as female or male. While these sets of biological characteristics are not mutually exclusive, as there are individuals who possess both, they tend to differentiate humans as males and females. [...]»
Taking into consideration:
- the purpose and intended use cases for this PID attibute,
- ICAO 9303 Part 10 [3] and ISO/IEC 18013-5:2021 [4] both define and use sex as an attribute,
- ISO/IEC 5218:2022 Codes for the representation of human sexes [5], [6] defines values for sex, not for gender,
then, Gender is proposed to be replaced by Sex in the ARF as PID atttibute.

Thank you for reaching out and for your detailed input. The term "gender" is used in the Implementing Regulation (EU) 2015/1501 Annex and is therefore used in the ARF version 1.3.0.
