[Feature Request]: Readding some SM5.1 Lua Functionality and Implementing NotITG and SM3.95-Style Modcharting Support

Describe the Feature
Currently, a lot of modcharts that used to work in Stepmania 5.1 don't work because a lot of the functionality is stripped from the game. It would be nice to restore this functionality for the modcharts that do exist for SM5. Additionally, it would be nice to have support added for NotITG and SM3.95 modcharts, as these both use different formatting than Stepmania 5 modcharts.
How Does The Feature Add To The Game?
Currently, it is a coin toss at best if a modchart works due to large portions of the Lua being stripped out of the game. Having these modcharts be playable without having to install a different version of Stepmania would be a nice feature to have. Adding support for 3.95 and NotITG modcharts is a more long-term goal but would also be nice for reducing the amount of installs necessary and increasing compatibility.

XML support would be for NotITG files, but also some Lua files intended for SM5 don't work (see Gimmick Madness, a pack that I think is SM5 modcharts since a select few of them do load properly but most don't.) Additionally, SM3.95 and SM5 use different Lua formatting for their modcharts as far as I know, but you'd have to ask Jousway or someone else that knows about old SM Lua about the differences.
